The Mexican Social Security Institute (IMSS), the Confederation of National Chambers of Commerce, Services and Tourism (Concanaco-Servytur) and governors of the south-southeast region of Mexico implemented the Safe and Healthy Work Environments (ELSSA) strategy, with the in order to promote a culture of prevention and health promotion among workers in the tourism sector.

At the Mayan Train Station in Palenque, Chiapas, during a historic call that brought together three governors, federal, state, municipal authorities, business chambers and the tourism sector, the Agreement for the Implementation of the ELSSA program was signed by the Secretary of Economy, Tatiana Clouthier; the president of the Concanaco-Servytur, Héctor Tejada Shaar; the governors of Campeche and Quintana Roo, Layda Sansores and Carlos Joaquín González; the general director of the National Fund for the Promotion of Tourism (Fonatur), Javier May Rodríguez. As witnesses of honor, they signed the general director of the IMSS, Zoé Robledo; and the Governor of Chiapas, Rutilio Escandón Cadenas.

Zoé Robledo pointed out that ELSSA is an IMSS response to the post-COVID world, based on four points: better health and well-being of working people; prevent the development of chronic-degenerative diseases and psychosocial risk factors; improve the productivity of companies; and reduce the rate of demand for disability, consultations and hospitalizations.

“ELSSA is based on trust, trust in governments, businessmen and workers, “trust was the basis of all the economic decisions that President López Obrador made to reduce the negative effects of the pandemic,” he said. .

The director of Social Security highlighted that despite the fact that tourism was not essential in the world during the pandemic, in Mexico it was different and since June 31, 2020, the national guideline for the reopening of the tourism sector was published, in whose elaboration, In addition to the New Normality committee, the Tourism Secretariat and the Chambers, in particular Concanaco-Servytur, also participated.

The director of the IMSS indicated that before the pandemic, in February 2020, workers in the tourism sector in the country reached one million 627 thousand, but in the following 6 months 30 percent were lost; that is, 312 thousand jobs linked to this sector.

“We think about the future, about the tourism of the future and that is what the Mayan Train is going to mean for all our southern states. That is why we are standing here in history, witnessing history and I am sure that this is how it will be written, that we are summoned to the place where the most important infrastructure work of the Fourth Transformation is carried out to detonate the south, the Mayan Train” , said.

Zoé Robledo said that the region will be unified, pay off the historical debt with the states with the greatest delay and good, safe jobs that do not compete or deteriorate health will be created. “That is also the future, assuming the rectory of our destiny.”

For his part, the governor of Chiapas, Rutilio Escandón Cadenas, stressed that ELSSA is a visionary and human initiative that will leave its mark, because in addition to favoring communion and unity between the country’s public, business and worker sectors, it constitutes the opportunity to guarantee the people of Mexico a better quality of life, through the strengthening and dignity of health and social security services, which will be reflected in greater well-being, productivity and growth of the human development index.

“With these public policies promoted by the President of the Republic, Andrés Manuel López Obrador, through the IMSS, we are sure that we are laying firm foundations to achieve a flattering future, because we are thinking about the well-being of all, without distinction. This act is a sign that, now more than ever, we are together, joining forces and making a common cause to move Chiapas, the south-southeast and our entire beloved nation forward equally”, he pointed out.

He said that this agreement is very important, because just like the Mayan Train, it gives more opportunities to everyone, and to carry out human development, the use of the force of reason is needed, as the businessmen, the workers and the government.

For his part, the general director of the National Fund for the Promotion of Tourism (Fonatur), Javier May Rodríguez, celebrated the IMSS initiative on safe work environments because, he said, it takes measures to prevent situations as unfortunate as those that occurred during the pandemic.

“It is precisely what we are doing in the Mayan Train project that is going to begin to reverse the historical damage to the environment of the Mexican southeast and will generate conditions to gradually close the inequality gap because we know the history of the southeast and we do not pretend nothing would have happened”, he affirmed and underlined the importance of learning from what happened and acting with inclusion because unity “is essential to carry out large projects in favor of the people”.

Speaking, the Secretary of Economy, Tatiana Clouthier Carrillo, recognized the leadership of the General Director of the IMSS, Zoé Robledo, in calling for joint work between the economic sectors of the country, from tripartism so that ELSSA extends to all the corners of the country.

He stressed that there are two ways to attend to health: one is with medicine and the other is to make doctors have a lighter job, through preventive health. “Our 20-30 agenda works for the 17 sustainable development goals and goal 17 is the most important, because it talks about strategic alliances.”

On his occasion, the president of the Confederation of National Chambers of Commerce, Services and Tourism (Concanaco-Servytur), Héctor Tejada Shaar, explained that physical and mental health are essential for the well-being of people, “that is why we bet for this type of programs and initiatives that seek to address health problems in all their dimensions”.

He stressed that formality is the only way to sustain economic growth and to protect workers and their families. “From this organization we have undertaken positive actions to get more companies to see formality for what it is, a social advantage and an economic advantage.”

In his message, on behalf of the general secretary of the CTM, Carlos Aceves del Olmo, José Luis Carazo Preciado, stated that in just three months, the program has managed to adhere to more than 4,000 companies, 1,220 businessmen already have the distinctive ELSSA and has had a positive impact on the health of more than one million 500 thousand workers.

He pointed out that ELSSA is a human and labor right that dignifies those who implement it; the greatest benefit is that it substantially increases the prevention of accidents, including those that are not easily detected.

In her speech, the Governor of Campeche, Layda Sansores San Román stressed that the Mayan Train will bring unity to the South-Southeast and for the first time the face of this region that cries out for justice for all the contributions and riches that have been given to the country, and that all this is thanks to the determination, vision, passion and courage of President Andrés Manuel López Obrador.

“This region where I could say that the nurturing mother, the generous mother, the sacred land of the Mayans that has fed this country because all the riches are found here,” he stressed.

Speaking, the Governor of Quintana Roo, Carlos Manuel Joaquín González, indicated that today, the great challenge is to generate well-being conditions for the communities.

He pointed out that in Quintana Roo it is essential to have this type of safe and healthy work environment, which allows us to regain the confidence of the thousands of visitors, tourists, and to be able to reopen our work centers and be, once again, within the economic development that the state the region and the country needs.

For her part, in remote participation, the Secretary of Labor and Social Welfare, Luis María Alcalde Luján, said that to guarantee that all workers can have safe and healthy work spaces, the participation of companies is decisive. He stressed that parallel to the implementation of the ELSSA, the Program for Self-Management in Safety at Work (PAST) has been reinforced, whose objective is to get companies to establish and operate a safety system at work “So far Every year, more than 5,000 companies have voluntarily joined and managed to reduce the accident rate per 100 workers from an average of 1.4% to 1.73%,” he said.

Also by video message, the Secretary of Tourism, Miguel Torruco Marqués, said that the tourism sector is strengthened with the training and professionalization of human resources, thereby generating opportunities for well-being, raising the quality of tourism services. For this reason, seminars, plans, workshops, courses and conference cycles with various themes have been promoted. In this sense, ELSSA contributes to the optimization of labor capacities, which, like any ambitious project, requires the joint effort of employers, employees and the government.

Through a video message, the president of the Confederation of Industrial Chambers (Concamin), José Antonio Abugaber Andonie, acknowledged that the signing of the ELSSA Turismo agreement is the result of the joint work of the 257 confederated chambers, a fact that helps change the vision that we currently have about health, as well as the importance of self-care. “The IMSS today provides services to 12 million patients suffering from hypertension or diabetes, we realize that prevention must be done now and ELSSA has specific challenges, hence the importance of signing this Agreement with the Mexican southeast”, he stressed. .

The presentation of ELSSA in Palenque, Chiapas, was attended by the head of the Health Institute for Well-being (Insabi), Juan Ferrer; the Undersecretary of Labor of Yucatan, Irais Ramón Zermeño, on behalf of the state governor, Mauricio Vila Dosal; the Secretary for Economic Development and Competitiveness of the state of Tabasco, on behalf of Governor Carlos Manuel Merino Campos; the general secretary of the National Union of Social Security Workers (SNTSS), Arturo Olivares Cerda; municipal presidents of the state of Chiapas, federal and local deputies, as well as the IMSS Representative in Chiapas, Dr. Enrique Leobardo Ureña Bogarín, among others.
