Mexico City.- The Chamber of Deputies sent to the Senate the reform to the National Guard with which the Secretary of National Defense will have operational and administrative control of the corporation.
After little more than six hours of presentation of 139 reservations and the registration of 71 speakers, no modification was accepted in the 4 laws and 9 transitory articles that President Andrés Manuel López Obrador proposed to modify.
The vote was divided into two parts.
With 264 votes in favor, 212 against and 1 abstention, the project that reforms the Organic Laws of the Federal Public Administration, the National Guard, Organic Laws of the Mexican Army and Air Force and the transitory articles was approved in general and in particular.
Then the reform was presented separately, which was accepted by the parties of Va por México.
With 451 votes in favor, one abstention and 23 against MC, the reforms to the Law of Promotion and Rewards of the Army and Air Force were approved in general and in particular.
The last speaker, PAN member Humberto Aguilar Coronado, woke up the morenistas, who were shouting in plenary, when he told them that the López Obrador administration has more deaths from violence than Felipe Calderón and that they could no longer continue blaming the past, after 4 years.
He criticized them for the process to reach such a reform, since first the President announced that there would be a constitutional reform, but he was confronted with the declaration of a constitutional moratorium by Va por México.
Given this, he announced that there would be a decree, which would be unconstitutional.
This was followed by the announcement of a preferential initiative, but an ordinary reform was sent and in order to dispense with all the paperwork, the “indolent” majority presented the same proposal as their own.
“They deceived the Mexicans by promising that the military would return to the barracks and they filled their mouths stating that they were not going to allow militarization, that is why the display that is being given to them in the media, on social networks, hurts them because of their change of political posture to submission,” he claimed.
He stated that despite what they say, it is a reform that violates the Constitution.
He recalled that article 21 of the Constitution cites that public security institutions, including the National Guard, will be of a civilian nature, and the reform that has just been approved in secondary law indicates that Sedena will have operational and administrative control of the corporation.
He expressed that even with the “legislative chicanes”, the Constitution is above secondary laws.
He said that he wants to see the faces of the deputies of the majority, when the Supreme Court of Justice of the Nation agrees with them in the Action of Unconstitutionality that they are going to present.
